REQUEST FOR PROPOSALS

Dare County Tourism Board and the Town of Nags Head are requesting proposals to lease building and land at site of the former Windmill Point Restaurant, located in Nags Head, North Carolina.

BID PROPOSAL DUE WEDNESDAY, SEPTEMBER 30, 2009 BY 5 P.M.

OBJECTIVE

The Dare County Tourism Board and the Town of Nags Head as co-owners are offering to a qualified and approved operator the opportunity to lease land and building for a period of five (5) years with the possibility to renew at the discretion of the Dare County Tourism Board and the Town of Nags Head.   Some preference may be given to a business or enterprise that encourages tourism year round and provides a public benefit.  All legal potential uses of the building and premises will be considered.

DESCRIPTION OF FACILITY

LAND: Area totals approximately 3.865 acres with an estimated 3.171 acres of upland.  There is 288.87 front feet on South Croatan Highway and is accessed by one driveway (shared by the water sports operation on site but owned by current owners, Dare County Tourism Board and the Town of Nags Head).  There is approximately 146.3 front feet on the Roanoke Sound. Site is irregular in shape and below street grade.

BUILDING: Wood frame structure constructed on wood piling foundation. Exterior of building is wood siding and roof is mostly composition shingles.

Building has 7,359 square feet of enclosed area. First level totals approximately 5,616 square feet and includes main dining room and kitchen.  Second level lounge totals approximately 1,743 square feet.  There is a 72 square foot covered entry and 495 square foot handicap ramp.

Utilities available to the site include water, electricity and telephone.   The site has an asphalt and turf-stone parking area, wood fences, landscaping, decorative windmill and septic system (current septic capacity 168 seats-applicant needs to verify this during his/her due diligence). Lessee is responsible for all utility services and routine maintenance to building. Any use of the building must meet all Town of Nags Head codes.

REJECTION OF PROPOSALS

Dare County Tourism Board and the Town of Nags Head reserve the right, in its sole and complete discretion, to reject any proposal received as a result of this RFP.

INCURRING COSTS

Dare County Tourism Board and the Town of Nags Head will not be liable for any costs incurred in preparation and submission of any proposals, in participating in the RFP process or in anticipation of award of the contract.

PREPROPOSAL CONFERENCE/OPEN HOUSE

Dare County Tourism Board and the Town of Nags Head will hold two preproposal conferences/open house sessions for parties interested in submitting an RFP.  These will be held Monday, August 31, and Monday, September 14, 2009.  Interested parties are requested to schedule a time to examine the site. PROPOSAL REQUIREMENTS

The following information is required in the bid proposal:

1.         Detailed description of proposed use of building and/ or land

2.         Description of qualifications of applying organization

3.         Proof that the bidder:

  • Possesses a valid privilege license in North Carolina and obtain a Nags Head business license before opening
  • Is bonded or performance otherwise insured to the satisfaction of Dare County Tourism Board and the Town of Nags Head
  • Sufficient liability insurance and workman’s compensation insurance that indemnify and meets the requirements of the Dare County Tourism Board and the Town of Nags Head. Owners shall be named as additional insured on policies of insurance where such coverage is afforded

4.         Proposed financial compensation to owners; including traditional and non-traditional methods of             compensation and/or financing terms

  • Bids accepted during the hours of 9 a.m. to 5. P.M.
  • Bid proposals must be in sealed envelope and clearly marked “Windmill Point Site.”
  • Bid proposals close Wednesday, September 30, 2009 at 5 p.m.      
  • Owners reserve the right to accept no bid at all and call for additional proposals.
